Read the street numbers on NW North River Drive and they practically run together: 398, 400, 404, 412, 450. Garcia's, Casablanca, the incoming Mercante, Seaspice and Kiki on the River all sit on one short stretch of the river's north bank, just upriver from the Downtown core. Bagatelle sits across the water on South River Drive. It is now the densest run of riverfront tables near Downtown. The city's own July 2026 count shows how far the public path to it still has to go.

What $70,000 a Month Says About This Block
The newest arrival tells you what the block is worth to the people opening on it. The Real Deal reported that hospitality veteran Nicola Siervo and House Kiki's Roman Jones are taking 7,900 square feet at 404 NW North River Drive for Mercante Ristorante & Piano Bar, an Italian concept planned for brunch, lunch and dinner. A source familiar with the deal told the outlet the rent is $70,000 a month, which works out to $106 per square foot a year. The Real Deal described that rate as a reflection of the premium waterfront restaurant space commands in the area.
The lease terms point to a long horizon. The same report says Mercante has been in development since 2024 under a 15-year lease that includes a right of first refusal if the building's owner decides to sell. The building's owner, Wees Brothers Inc., is managed by a family that also owns the neighboring restaurant and the property that houses Casablanca. Put simply, Mercante will open between two established seafood rooms, and Kiki on the River, the riverfront room from Jones's own House Kiki, is a short walk up the drive.
The opening date is still soft. Community Newspapers still described the debut as late 2026 in its October 5 update and gave no exact date.
The Calendar From Halloween Into Mid-November
Before Mercante opens, the venues already on the block have posted a run of dated nights. Halloween falls on Saturday, and the river has two parties on it.
- Saturday, October 31: Kiki in the '80s Halloween Party at Kiki on the River, 450 NW North River Drive.
- Saturday, October 31: "Halloween 2026: Tales of the River" at Bagatelle Miami River, 311 NW South River Drive, from 6 p.m. until late.
- Sunday, November 1: Día de los Muertos at Seaspice.
- Wednesday, November 11: The Dinner Table at Seaspice, 412 NW North River Drive.
- Thursday, November 12: Paul Hobbs Wine Dinner at Kiki on the River.
Bagatelle is the newest permanent fixture on the water. Miami New Times reported its opening on November 21, 2025, and described a 192-foot dock at the time. This Halloween is its first on the river.
The River Is 30 Percent Walkable. The Bay Is 70.
This is where the block's limits show. In July 2026, the City of Miami Planning Department published Waterfront Connectivity, a report on the Baywalk and Riverwalk. It surveyed every stretch of public waterfront path and rated what a person can actually walk today. The Baywalk came out 70% walkable. The Riverwalk came out 30% walkable. Across the whole waterfront the figure was 48%.
That gap explains why a Bayfront Park evening and a North River Drive dinner feel so different to reach from a Downtown tower. On the bay, the path mostly connects. On the river, it breaks off.
The report gives a structural reason, and it applies to the stretch running up toward River Landing. The Spring Garden Historic District, which the city calls the oldest intact single-family neighborhood left on the Miami River, is mostly zoned T4-R. That zoning does not require owners to build a Riverwalk connection, and the report says this part of the river has some of the biggest gaps in connectivity as a result. The waterfront path will not simply fill in as buildings turn over, because some parcels have no obligation to add it.
Some pieces do connect. Casa Neos, at 40 SW North River Drive near where the river meets the bay, has a 200-foot public Riverwalk section that opened in 2024, according to the Miami DDA's Baywalk and Riverwalk completion page. Each segment like this is a block-length piece, not a route.
Built, Nearly Built and Proposed
The fixes on the table sit at very different stages, and the gap between them matters if you are planning around a riverfront walk.
Built: Since the city adopted Appendix B of the Miami 21 code, it has connected more than 14,570 linear feet of waterfront. Spring Garden also has a completed section of on-road Greenway with wide sidewalks and outdoor furnishings.
Projected: The same report expects another 4,750 linear feet in the next two to five years. Measured against what has been built since Miami 21 took effect, that is roughly a third more path. It is meaningful progress, but it does not make the river as walkable as the bay. The report also described River Landing's public park as nearly complete when it was written. It proposes an on-road Greenway that would run mainly along NW North River Drive and NW 11th Street through the River Landing area, so the street itself would carry walkers where the water's edge cannot.
Proposed: On the south bank, Adler Development sent the Miami River Commission a September 22, 2026 letter describing a public Riverwalk along the full river frontage of 444 and 460 SW 2nd Avenue and 230 SW 3rd Street. The plan includes an event lawn, a music pavilion, a river overlook, outdoor dining patios and use of an existing boat slip. The plan sheet is stamped as a planning application dated September 23, 2026. The project came up for an update on the Commission's October 5 agenda. For now it is still a proposal.
The water route that exists, and the one that does not yet
There is one free water taxi near Downtown, and it runs on the bay. Miami Beach launched it on January 20, 2026, between Maurice Gibb Memorial Park at 18th Street and Purdy Avenue and the Venetian Marina & Yacht Club at 1635 N Bayshore Drive. It runs weekdays only, every 60 minutes from 7 a.m. to 4:30 p.m. and every 30 minutes from 4:30 to 7:30 p.m., with no weekend service during the initial launch. The Miami DDA says its goal is to extend service to Baywalk and Riverwalk destinations. It is working with the City of Miami and Miami-Dade County on the permits those stops would need. A water-taxi stop on the river is still a plan, not a schedule.
The water access that works today belongs to the restaurants. Upriver at River Landing, Elia on the River at 1440 NW North River Drive takes docking requests through Dockwa. It charges $5 per foot per hour and waives the fee for tables over $500, according to its own site. In other words, the river's best-organized water route is still private, priced by the foot and tied to the dinner bill.
Further Up the Drive, Another Lease Is Already Signed
The block's growth does not end with Mercante. The Real Deal reported in June that Roman Jones leased the former Captain Tom's site at 28 and 90 NW North River Drive for S&L, a steak-and-lobster restaurant. Its opening is slated within three years. That site sits much closer to the river's mouth than the 400 block, which would carry the dining strip toward the Downtown core along the same street.
So the commitments are lining up in a clear order. Operators are signing 15-year leases at waterfront rents and planning restaurants years out. The public path meant to link those tables to Downtown is projected in two-to-five-year increments. A riverfront dinner this Halloween still starts with a car, a rideshare or a dock reservation. As the Flagler Street routine showed a few blocks away, a Downtown amenity tends to become part of the week once people can reach it easily on foot.
